The Workforce Development Board #1 is a public/private partnership providing oversight for federally funded workforce programs in Adams, Brown, Pike and Scioto Counties. The WDB#1 bring together private sector leaders, economic development, public agencies, education, labor and community based organization to focus on local and regional workforce development and related issues.

The primary goal of the WDB is to support a strong workforce system that is flexible and customers-focused, for our businesses, job seekers and workers.

Roles and Responsibilities

The WDB#1's primary role is to develop, implement, expand, and evaluation the workforce system in Adams, Brown, Pike and Scioto Counties. Workforce Development Board #1 has developed, in conjunction with our partners, a strategic plan to assist them in the investments made in our Workforce Area and keeping with the guidelines of the Workforce Innovation and Opportunity Act of 2014.


The diversity of representatives brings a broad and varied perspective to setting policy direction for the local and regional workforce system. Board members provide fiscal oversight and policy direction to create investments that:

  •  Develop and connect workers with new and better employment opportunities
  •  Prepare young people to enter the workforce with the knowledge and skills they need
     for success in the workplace
  •  Support business growth, retention and development
  •  Assist employers in finding skilled workers

What is expected of board members? In addition to attending bi-monthly board meetings, each board member also serves on a board committee that typically will meet bi-monthly as well. Meetings are generally two hours in length. Members receive meeting agendas and information packets at least four days before a scheduled meeting to allow adequate time for review.

The board is supported by a dedicated professional staff that provides board support and also implements board policy.
